I need a news server where i get other subjects like ... oracle, delphi ...

I don't know about Up Over, but Down Under, the ISPs here have woeful
retention and pretty spotty completion. This means that some posts are
missed, and what does get picked up also gets dropped again pretty
quickly.
Odds on, you're better off with http://news.individual.net/ than your
ISP's news server. At least, that's the case Down Under. YMMV.
